The 3rd Annual ASEAN Conference on Climate Change focused on the carbon market as one of the principal carbon-pricing instruments worldwide. Against Vietnam’s pathway to net-zero emissions by 2050, the 2020 Law on Environmental Protection and Decree No. 06/2022/ND-CP set the roadmap for piloting a domestic carbon market from 2025.
Ho Chi Minh City University of Law, the University of Law (Vietnam National University, Hanoi) and Foreign Trade University jointly organised the conference on 10 May 2025 at Hall A1002, in hybrid format, in Vietnamese and English.
Five sessions covered core legal issues of carbon markets; international experience in building legal frameworks; state management, enforcement and dispute settlement; economic, governance and financial perspectives; and emission quotas and carbon credits.
The carbon market is now recognized as one of the effective carbon pricing tools being widely implemented around the world. In the context of Vietnam aiming for sustainable economic development and fulfilling its commitment to achieve net-zero emissions by 2050, the need to cut greenhouse gases and gradually establish a carbon market becomes urgent.
The 2020 Law on Environmental Protection, along with Decree No. 06/2022/ND-CP, has defined the roadmap for piloting the operation of the carbon market in Vietnam, starting from 2025. To create a forum for academic exchange, Ho Chi Minh City University of Law, the University of Law (Vietnam National University, Hanoi) and Foreign Trade University jointly organised this conference.
